Together with the community, we are creating a neighborhood plan for the Bethel area that relies heavily on community engagement, utilizes clear and objective processes, and supportsincreased community engagement. By participating in the planning process, residents will develop an understanding of issues impacting their neighborhood and come up with an action plan that is reasonable and actionable.
The planning process is lead by the Office of Equity & Community Engagement(External link) (OECE) and advised by residents and neighborhood groups. The planning process will also include other partners such as school districts, businesses, and nonprofits. Additional stakeholders will beidentified through the planning process.
This process takes an integrated approach to planning and will identify ways to connect community needs and priorities to current local and regional plans for implimentation or other meaningful ways to make progress. This plan also is aligned with the following City of Eugene Strategic Plan(External link) focus areas and strategic goals:
Urgent Community Needs
Stabilizing the cost of housing
Increasing sense of safety
Improving support for local businesses
Culture of Belonging
Strengthening relationships within the whole community; with emphasis on the inclusion of the most traditionally marginalized groups.
Communication and Outreach
Improving community awareness and understanding of priority topics.
Engaging with a broader cross-section of the community.

All of the public information sessions and community engagement advisory meetings will be available live via Zoom. No password is required to access either of these virtual sessions. These are reoccurring meetings, and unless otherwise stated, the same two links will be used for all related meetings.

Bethel Area Neighborhood Planning has finished this stage
OECE is assembling an interdepartmental team, identifying stakeholders, making announcements to the community about the upcoming planning processes, and researching best practices on neighborhood planning.
Visioning
Bethel Area Neighborhood Planning is currently at this stage
In the Spring of 2024, we will step up community outreach efforts, define planning goals, define planning area boundaries, and engage stakeholders in visioning and needs assessment exercises.
Action planning
this is an upcoming stage for Bethel Area Neighborhood Planning
In the Summer of 2025, we expect to be ready to start working on idea generation, action planning, and prioritization of identified actions.
Adoption and implementation

A complete draft of the plan will be presented to the community and City officials for a final round of comments. During that period, we will discuss the tools for implementing the neighborhood plan once it is finalized.
