By participating in the planning process, residents will increase their capacity to understand and address issues impacting their neighborhood. </div><div class="OutlineElement Ltr SCXW201971868 BCX0">The planning process is lead by the <a href="https://www.eugene-or.gov/3913/Equity-Community-Engagement" rel="noopener noreferrer" target="_blank">Office of Equity &amp; Community Engagement</a> (OECE) and advised by residents and neighborhood groups. The planning process will also include other partners such as school districts, businesses, and nonprofits. Bethel Area Neighborhood Planning

Urban Growth Strategies will identify the tools, actions, policies, and land needed for the next 20 years to support housing and living wage jobs in Eugene.<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/df678829951456453fd7bc51a59af1f9a94d4b58/original/1706139752/5cd9fdcb1f37229b52fbfe02694447f7_UGS_blocks_black_left_justified_v2.png?1706139752" style="width: 682px;" class="fr-fic fr-dib">Our homes are the foundations for our lives; they are places of shelter, safety, gathering and comfort. Finding a place to call home and earning enough to pay for rent or a mortgage is getting harder in Eugene. Our community is growing, and the City is working hard to improve opportunities for housing and jobs in Eugene.<h2>Project Background</h2>Building off years of planning and community engagement through Envision Eugene, the project will evaluate the need for housing, jobs, parks, infrastructure, schools, and other urban land uses, as well as what tools can help Eugene to grow more efficiently. This work will result in studies of what land is available in Eugene, updates to the <a href="https://www.eugene-or.gov/3009/The-Envision-Eugene-Comprehensive-Plan">Envision Eugene Comprehensive Plan</a>, other adopted City plans and land use regulations, a <a href="https://www.eugene-or.gov/4208/98390/Land-Use-Designation-Map">parcel-specific land use designation map</a>, and an evaluation of whether there is a need to expand the <a aria-label="urban growth boundary Opens in new window" href="https://www.eugene-or.gov/DocumentCenter/View/61802/7_Ordinance-Ex-B-2-Eugene-UGB-Map-officially-adopted-map-is-the-disc-Ex-B-2---Env-Eug-Emp-Park-School" rel="noopener" target="_blank">urban growth boundary</a> (UGB).Urban Growth Strategies is a collaborative effort that integrates state-required urban growth planning, equitable community engagement, and City Council-directed policy work.<h2>Project Phases</h2>Urban Growth Strategies includes three key phases:<ul><li>Identify Eugene&#39;s needs and priorities for housing</li><li>Study what land is needed for jobs, housing, parks, schools, and infrastructure</li><li>Using what was learned through community engagement and studies, create and update the regulations, guidelines, and maps for using land in Eugene</li></ul><h2>Stay Involved</h2>Stay tuned for opportunities to engage in Urban Growth Strategies. Land use planning is one way the City can encourage development where residents have access to clean air and water, protection from environmental harms, and opportunity for economic prosperity. The Public Health Standards (PHS) project will identify changes to Eugene&rsquo;s land use regulations to increase protections for residents from the potentially harmful impacts from new or expanded industrial developments within the City of Eugene. Through this project, the City will:<ul><li>Engage residents, businesses, and community organizations to understand priorities.</li><li>Identify gaps in local, state, and federal regulations for industrial development and public health protections.</li><li>Enhance and adopt land use requirements for industrial developments located near residential zones, parks, schools, and other sensitive areas to mitigate community health risks.</li><li>Gather additional recommendations for future changes to City policy, zoning of properties, programs and investments, or other ways to integrate environmental justice in land use planning.</li></ul> Eugene&rsquo;s land use code is not the primary tool for regulating pollution, noise, odors, light, or other impacts from existing industrial development, but could fill gaps and mitigate future impacts. The land use code already regulates industrial development in many ways. This project will enhance industrial development standards citywide, including but not limited to:<ul><li>Requiring more distance between industrial and residential or other sensitive areas, through tools such as setbacks, buffer areas, and landscaping</li><li>Limiting or prohibiting certain types of industrial development</li><li>Other tools identified through research and community engagement</li></ul> <h2>Project Timeline</h2>Staff anticipate the following milestones for this project:<ul><li>January 2025: Community Engagement Plan &amp; Initial Conversations</li><li>Winter &ndash; Spring 2025: Community Engagement, Research on Best Practices, Draft Changes to the Land Use Code</li><li>Summer 2025: Planning Commission and City Council Adoption Process</li></ul> <h2>Community Engagement</h2>This project will include a variety of opportunities for the community to engage and influence the proposed changes.
