<p>Urban Growth Strategies will identify the tools, actions, policies, and land needed for the next 20 years to support housing and living wage jobs in Eugene.</p><p><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/df678829951456453fd7bc51a59af1f9a94d4b58/original/1706139752/5cd9fdcb1f37229b52fbfe02694447f7_UGS_blocks_black_left_justified_v2.png?1706139752" style="width: 682px;" class="fr-fic fr-dib"></p><p>Our homes are the foundations for our lives; they are places of shelter, safety, gathering and comfort. Finding a place to call home and earning enough to pay for rent or a mortgage is getting harder in Eugene. Our community is growing, and the City is working hard to improve opportunities for housing and jobs in Eugene.</p><h2>Project Background</h2><p>Building off years of planning and community engagement through Envision Eugene, the project will evaluate the need for housing, jobs, parks, infrastructure, schools, and other urban land uses, as well as what tools can help Eugene to grow more efficiently. This work will result in studies of what land is available in Eugene, updates to the <a href="https://www.eugene-or.gov/3009/The-Envision-Eugene-Comprehensive-Plan">Envision Eugene Comprehensive Plan</a>, other adopted City plans and land use regulations, a <span id="isPasted"><a href="https://www.eugene-or.gov/4208/98390/Land-Use-Designation-Map">parcel-specific land use designation map</a></span><span id="isPasted">, and an e</span>valuation of whether there is a need to expand the <a aria-label="urban growth boundary Opens in new window" href="https://www.eugene-or.gov/DocumentCenter/View/61802/7_Ordinance-Ex-B-2-Eugene-UGB-Map-officially-adopted-map-is-the-disc-Ex-B-2---Env-Eug-Emp-Park-School" rel="noopener" target="_blank">urban growth boundary</a> (UGB).</p><p>Urban Growth Strategies is a collaborative effort that integrates state-required urban growth planning, equitable community engagement, and City Council-directed policy work.</p><h2>Project Phases</h2><p>Urban Growth Strategies includes three key phases:</p><ul><li>Identify Eugene&#39;s <strong>needs and priorities</strong> for housing</li><li>Study <strong>what land is neede</strong><strong>d</strong> for jobs, housing, parks, schools, and infrastructure</li><li>Using what was learned through community engagement and studies, create and update the <strong>regulations, guidelines, and maps</strong> for using land in Eugene</li></ul><h2>Stay Involved</h2><p>Stay tuned for opportunities to engage in Urban Growth Strategies. <h1><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/36f1df109720856efbb03db632f6ac777d6826cf/original/1673976620/e844f9e095bf42090da5552c51c84227_CFEC_Cityscape_Blue_Badge.png?1673976620" style="width: 817px;" class="fr-fic fr-dib"></h1><h1>Project Background</h1><p>The Oregon Land Conservation and Development Commission adopted the <a href="https://www.oregon.gov/lcd/CL/Pages/CFEC.aspx?utm_medium=email&utm_source=govdelivery" rel="noopener noreferrer" target="_blank">Climate-Friendly and Equitable Communities (CFEC) rules</a> in mid-2022 to help meet the state&rsquo;s goal of reducing greenhouse gas emissions while also increasing housing choices and creating more equitable outcomes for all Oregonians.</p><p>Eugene and Springfield, among other metropolitan areas across the state, are required to change development standards to encourage more climate-friendly development and reduce emissions from transportation.</p><p><br></p><h1>Project Goals</h1><p>Through CFEC implementation, the City of Eugene will accomplish the following goals:</p><ul><li>Comply with the Climate-Friendly and Equitable Communities requirements</li><li>Reduce greenhouse gas emissions from transportation and housing</li><li>Provide more climate-friendly housing and transportation options</li><li>Center the voices of historically marginalized community groups in decision-making</li></ul><p id="isPasted">Luckily, these are projects that residents and Eugene City Council have already supported through other community projects such as the <a href="https://www.eugene-or.gov/4284/Climate-Action-Plan-20">Climate Action Plan 2.0</a>, <a href="https://www.eugene-or.gov/760/Envision-Eugene">Envision Eugene</a>, <a href="https://www.eugene-or.gov/4889/Housing-Implementation-Pipeline-HIP" rel="noopener noreferrer" target="_blank">Housing Implementation Pipeline</a>, continued investments in <a href="https://www.eugene-or.gov/791/Downtown">downtown</a>, <a href="https://www.eugene-or.gov/4043/Housing-and-Human-Services-Programs" target="_self">affordable housing</a>, and <a href="https://www.eugene-or.gov/486/Transportation-Planning">active transportation</a> infrastructure, as well as other sustainability, housing, and transportation projects.</p><p>CFEC will result in changes to the Eugene Land Use Code, revisions to the <a href="https://www.eugene-or.gov/3009/The-Envision-Eugene-Comprehensive-Plan">Envision Eugene Comprehensive Plan</a> and <a href="https://www.eugene-or.gov/3941/2035-Transportation-System-Plan">2035 Transportation System Plan</a>, as well as revised requirements for development permits.</p><p><br></p><h1>Engage</h1><p>Stay tuned for opportunities to provide input and participate in community engagement. Climate-Friendly and Equitable Communities

Land use planning is one way the City can encourage development where residents have access to clean air and water, protection from environmental harms, and opportunity for economic prosperity.</p><p><br></p><p>The Public Health Standards (PHS) project will identify changes to Eugene&rsquo;s land use regulations to increase protections for residents from the potentially harmful impacts from new or expanded industrial developments within the City of Eugene. Through this project, the City will:</p><ul><li>Engage residents, businesses, and community organizations to understand priorities.</li><li>Identify gaps in local, state, and federal regulations for industrial development and public health protections.</li><li>Enhance and adopt land use requirements for industrial developments located near residential zones, parks, schools, and other sensitive areas to mitigate community health risks.</li><li>Gather additional recommendations for future changes to City policy, zoning of properties, programs and investments, or other ways to integrate environmental justice in land use planning.</li></ul><p><br></p><p><strong>Eugene&rsquo;s land use code is not the primary tool for regulating pollution, noise, odors, light, or other impacts from existing industrial development, but could fill gaps and mitigate future impacts</strong>. The land use code already regulates industrial development in many ways. This project will enhance industrial development standards citywide, including but not limited to:</p><ul><li>Requiring more distance between industrial and residential or other sensitive areas, through tools such as setbacks, buffer areas, and landscaping</li><li>Limiting or prohibiting certain types of industrial development</li><li>Other tools identified through research and community engagement</li></ul><p><br></p><h2><strong>Project Timeline</strong></h2><p>Staff anticipate the following milestones for this project:</p><ul><li><strong>January 2025: </strong>Community Engagement Plan &amp; Initial Conversations</li><li><strong>Winter &ndash; Spring 2025:</strong> Community Engagement, Research on Best Practices, Draft Changes to the Land Use Code</li><li><strong>Summer 2025</strong>: Planning Commission and City Council Adoption Process</li></ul><p><br></p><h2><strong>Community Engagement</strong></h2><p>This project will include a variety of opportunities for the community to engage and influence the proposed changes.
