Howard Avenue Safe Routes to School Project

Why is Howard Avenue being updated?

Students walking or bicycling to Howard Elementary School and Kelly Middle School currently have to use narrow shoulders along Howard Avenue to travel to the school. In addition, the intersection at River Road is offset, making crossing the street less intuitive. Neighbors, community members and parents have identified the need to create a safer more comfortable way for students to connect to the school along this main collector street.


What safety improvements are planned?

We have received funding from the Oregon Department of Transportation's Safe Routes to School program to make safety improvements to Howard Avenue between River Road and just west of Lake Drive (connecting to the side path in front of Howard Elementary).

The current plans call for a physically protected walking and bicycling space on the south side of Howard Avenue, intersection improvements at River Road, new wayfinding signs at major decision-making points, and other safety improvements for the corridor.

Existing conditions: 30 feet of right-of-way used


How can I give feedback on the design?

The final design of Howard Avenue will be informed by community engagement. The city has held three open houses to inform and gather input on the project. The first Howard Avenue online open house was held on July 1, 2021. Two more online open houses were held on November 17 and 18, 2021. A video recording of the open house can be found on the Eugene Transportation YouTube channel and a PDF copy of the presentation can be found in the sidebar of this page under "Documents."

Input from open houses as well as a community survey is being incorporated into the draft street design. Additional open houses will be held (dates to be determined) to share the draft street design with the community for their final thoughts before the project moves into the engineering phase.

In the meantime, please use the map below to share concerns or highlight areas of interest along Howard. You can also reach out to planning staff directly with questions and comments. We want to hear from more neighbors and community members about how best to implement the safety improvements on Howard Avenue!


What's the timeline?

The timeline for the Howard Avenue project has been extended as the city works to find additional funding to cover unanticipated project costs. The updated timeline for construction is summer 2024. Additional open houses will be held (dates to be determined) to share the draft street design with the community for their final thoughts before the project moves into engineering and construction phases.
