Urban Growth Strategies Adoption Package #2
As a part of Urban Growth Strategies, Eugene is identifying the tools, actions, policies, and land needed for the next 20 years of housing and jobs. They will be considered by the Eugene City Council, and in some cases the Lane County Board of Commissioners, in at least four different packages:
- Package #1: Housing & Jobs Actions (pdf)
- Package #2: Comprehensive Plan Policies & Land Use Map; Housing & Jobs Actions (pdf)
- Package #3: Land Supply Studies; Housing & Jobs Actions
- Future Package: Urban Growth Boundary Expansion (if needed)
Packages #1 and #2 are in different stages of the formal adoption process. Learn more about what is included in each package, on the project webpage. Review a summary of all housing and jobs actions (pdf), including actions proposed for adoption in both 2026 and 2027.
What's Included in Package #2?
A summary of the policies and code concepts included in Package #2 that are proposed for City Council and Board of Commissioners consideration in early 2027 are described in Package #2 Summary (pdf).
Comprehensive Plan Policies & Land Use Map
The goals, policies, and maps guiding land use planning in Eugene have been developed through years of community engagement and technical analysis. Package #2 includes:
- New Comprehensive Plan policies guiding growth and development (pdf), including new chapters on Community Engagement, Compact Development & Urban Design, Housing, Community Health, and Land Use.
- A Parcel-Specific Land Use Designation Map for Eugene, which will replace the outdated 2004 Metro Plan Diagram with a modern digital version that is searchable, zoomable, and publicly accessible to make it easier to identify the land use designation of a property within Eugene’s UGB.
Housing & Jobs Actions
Package #2 also includes a variety of changes to Eugene’s land use code to remove barriers to housing and jobs development, as well as support a more compact urban form focused on Eugene’s mixed-use centers and key corridors.
- Modernize and consolidate Eugene’s compact development overlay zones (pdf), which have been implemented over several decades to encourage mixed-use, transit-oriented, and compact development. This work includes designating Eugene’s first two Climate-Friendly Areas, a state-required designation.
- Encourage compact, walkable design in centers and corridors (pdf) through updates to the development standards in commercial zones, including clarifying standards for mixed-use development and modernizing the C-1 Neighborhood Commercial zone.
- Revise access and connectivity standards (pdf) to encourage connections for people walking and taking transit for all development.
- Update the multi-unit design standards (pdf) to reduce barriers to the development of multi-unit housing and provide clarity in response to staff and developer feedback and new state guidance.
- Enhance the E-1 and E-2 mixed-use employment zones (pdf) by allowing for a greater mix of uses and revising use restrictions while maintaining their intended industrial nature and distinguishing them from commercial zones.
- Other Code Updates – Housing-Related (pdf) and Jobs-Related (pdf): Allow more uses in more zones, including manufactured homes and veterinary uses; allow recreational vehicles to be used as dwellings in recreational or manufactured home parks; reduce requirements for creating and developing on flag lots; align with state requirements and ensure clarity on certain standards, in response to community feedback and state rules. The linked summary documents also include proposed concepts in Package #1 or future proposed changes
Upcoming Public Meetings
On October 20, 2026 and October 27, 2026, the Lane County and Eugene Planning Commissions, respectively, will hold work sessions to discuss Urban Growth Strategies Package #2.
Commissioners will hold a joint public hearing on November 10, 2026 to hear public comment on the proposed plan and code amendments related to new Comprehensive Plan policies, a parcel-specific Land Use Designation Map, and changes to support housing and jobs development.
