We are creating a neighborhood plan for the University District area that relies heavily on community engagement, utilizes clear and objective processes, and supports increased community engagement. By participating in the planning process, residents will increase their capacity to understand and address issues impacting their neighborhood.

The planning process is lead by the Office of Equity & Community Engagement (OECE) and advised by residents and neighborhood groups. The planning process will also include other partners such as school districts, businesses, and nonprofits. Additional stakeholders will be identified through the planning process.

This process is aligned with the following City of Eugene Strategic Plan focus areas and strategic goals:

Urgent Community Needs

  • Stabilizing the cost of housing
  • Increasing sense of safety
  • Improving support for local businesses

Culture of Belonging

  • Strengthening relationships within the whole community; with emphasis on the inclusion of the most traditionally marginalized groups.

Communication and Outreach

  • Improving community awareness and understanding of priority topics.
  • Engaging with a broader cross-section of the community.

With rents in the $2K range, 10% allowable annual increases is not sustainable esp for mid-lower income and for seniors with restricted funds. These amounts seem like gouging.     The annual maximum allowable rent increase is set by the State of Oregon under Oregon Revised Status 90.323. This state law regulates how landlords can raise rent for different types of tenancies throughout the state. The rule, which was first established in 2019 by Senate Bill 608, was modified in 2023 to set the ceiling of 10%. Cities in Oregon are pre-empted by state law from establishing rent control. This means the City of Eugene is not allowed to set a local rent cap. The City of Eugene’s Rental Housing Program ensures renters are eligible for a relocation assistance payment equal to two months’ rent if a landlord raises the rent to the maximum or above in exempt units built within the last 15 years. 

    The City has a role in supporting the development of diverse, affordable housing options, which is outlined in our Housing Implementation Pipeline or HIP. The HIP plan coordinates current and future City resources, goals, and priorities with a systems-thinking approach to housing across the full continuum from people experiencing homelessness to overall housing supply.
