The City of Eugene started work in early 2023 to update the Stormwater Basin Master Plan that was last published in 1992 and can be found here: Stormwater Basin Master Plan web page

The Stormwater Basin Master Plan establishes comprehensive public policy for addressing stormwater conveyance and urban stormwater quality issues and is organized into five sections. Sections one and two are complete and can be found here and on the City's website.

Section one focuses on the background, policy and regulatory drivers for the City’s stormwater program, accomplishments since the previous plan, and current and future challenges.

Section two includes stormwater-related information and data by basin (e.g., acreages, impervious surface area, topography, stormwater system pipes and open waterways, precipitation and temperature information, water quality monitoring summary information, groundwater information, and tree cover).

Section three is an evaluation of the existing City stormwater system model and a discussion of updates to address impervious surface area estimates for future urbanization and storm events that reflect changing weather patterns. The updated models and results will not only be used to help inform long-term capital improvement projects but will also help inform future stormwater planning and program adaptive management in the City of Eugene.

Section four includes an evaluation of water quality and natural resource City objectives and mechanisms to achieve those objectives.

Section five discusses the implementation strategy and financial considerations.

The Stormwater Basin Master Plan will be published in early 2027.
