Since 1976, the City of Eugene has recognized and supported neighborhood associations as important partners in the formulation of policies and proposals that affect the lives of all residents. The current neighborhood boundaries map includes 23 recognized associations, with 18 of those associations considered active.

Due to inactivity in some area of Eugene, over 9,000 residential addresses currently do not have an opportunity to engage and receive the benefits of an active neighborhood association.

Therefore, Neighborhood Association Program staff are working on a community engagement project to review neighborhood policies and services that support community engagement through neighborhood associations.

Three process will be simultaneously used to support this review process:

  1. A Survey on Neighborhoods and Neighborhood Associations (Closed on December 15, 2022) to collect information from existing neighborhood association boards and the community, including those who are underrepresented in neighborhood associations, to assess motivations and barriers for engagement through neighborhood associations. Also available in Spanish.
  2. Evaluation of Neighborhood Association Program services - This step was completed in August 2022.
  3. A Review of Policies that govern the support to neighborhood associations by the Neighborhood Association Program to update existing policy, simplify processes, or provide policy direction on issues not addressed in existing policies.
    1. The first draft of a proposed revised NORP was available for public comments until December 15, 2022. The current draft document is available in the library of documents included in the right sidebar. A final draft to be submitted for City Council consideration will be posted soon.
