24th Avenue Bike Lanes Project
May 2025: Community Meeting
The City will be hosting one more community meeting to share what was heard during community engagement, preview the planned design, and lay out next steps for the project. The meeting is being held at Roosevelt Middle School cafeteria (500 E 24th Avenue) on Tuesday, May 13th from 6-7pm.
April 2025: Administrative Order
Administrative order 58-25-06 to remove on-street parking on E 24th Avenue between Hilyard Street and Agate Street was signed on April 17th, 2025.
Community members may appeal this administrative order. Appellants will need to identify which elements of Eugene Code 5.055 (Criteria for Administrative Actions) were not adequately addressed when the administrative order was signed.

Project Overview
The City of Eugene is adding protected bike lanes to 24th Avenue from Amazon Path to Agate Street (area outlined in orange on the map below). 24th Avenue between Amazon Path and Agate Street currently has a mix of substandard, door-zone bike lanes and buffered bike lanes.

Protected bike lanes add more space and physical protection between people biking and people driving as compared to standard bike lanes and buffered bike lanes. See examples of bicycle infrastructure below. Adding protected bike lanes to 24th Avenue requires removing on-street parking between Hilyard Street and Agate Street (approximately 73 spaces). Parking counts show that side streets have enough available space to accommodate on-street parking demand from 24th Avenue. 24th Avenue from Harris Street to Agate Street is a street bond funded paving project scheduled for construction in 2025. When paving projects are developed, staff look for opportunities to make streets safer for all roadway users. Improvements to make 24th Avenue safer will be delivered with a phased approach, beginning with street paving and restriping of bike lanes in 2025. Existing crosswalks will also be refreshed as part of the paving project and noncompliant curb ramps along the street will be reconstructed to ADA standards.
The City considered adding bollard to 24th Avenue to protect the bike lanes but heard from the community and other city teams that a curb-like element is preferred, such as the Zicla Zebra. Bike lane physical protection elements will be added as funding allows, either using existing Quick Build funding or a pending ODOT safety grant.
Reasons for the Proposed Change
24th Avenue is a primary biking route for three schools: Edison Elementary, Roosevelt Middle, and South Eugene High. It is also near the University of Oregon, the YMCA, and connects to the Amazon Path. The number and type of destinations along the street, speed and volume of vehicles that use 24th Avenue, and history of bike crashes along 24th Avenue make the street an important candidate for protected bike lanes. The 2023 death of a University of Oregon student walking on 24th Avenue after being hit by a driver further underscores the safety challenges along the street.
Community Engagement
Staff actively engaged residents, businesses owners, and the broader community about making changes to 24th Avenue in fall 2024 and winter 2024-2025. A survey ran for about two months and closed on December 20th with 1,030 responses. Staff also hosted a Community Meeting where 70 community members were able to discuss the project. Many questions were raised during the Community Meeting, so staff put together a Question and Answer document that responds to questions heard during the meeting.

Timeline
- Fall 2024 – Project Kick-off
- October 2024 - January 2025 - Community engagement and internal staff discussion to determine striping plan for 24th Avenue during the repaving project.
- February 2025 – Staff review community engagement results, including feedback from LTD, waste haulers, City of Eugene maintenance teams, Fire and Emergency Services, businesses, residents, property owners and more.
- March 2025 – City staff publish the community engagement report and City leadership make a decision about the project.
- May 2025 – City hosts a community meeting to share final plans.
- Summer 2025 – The paving project on 24th Avenue between Harris and Agate begins, including updating curb ramps to ADA standards. On-street parking will be removed between Hilyard and Agate and buffered bike lanes will be installed.
- Future, TBD – Installation of bike lane protection.
